In Benin (west Africa), the government is committed to recycling metals imported from neighboring countries. This means that any metal you bring into the country is beneficial as it helps the recycling industry and helps make a new reinforcement bar for the construction industry.

On the other hand, countries like Ethiopia, levy a tax that discourages people from bringing or importing cars with more than 2 or 3 years of service. They ask for a 500% tax for cars over 7 years of service (see it here). They are just encouraging the import of new cars; because they think they are not a depot for old cars or a place where Europeans dump their dirt. How stupid they are.

As compared to the Benin lawmakers, this clearly shows that there is a lack of ingenuity on the Ethiopian side while formulating a law on import taxes, especially the import of vehicles. Either these guys are uninformed or may think that old cars are dangerous as if Ethiopia does not have competent mechanics who can test and approve cars to drive on Ethiopian highways. Or They are also unable to think that the artifact of an old car can be used as spare parts for other cars or for recycling purposes.

Or they simply copied the tax law from other countries, what does it mean to directly copy the tax laws of other countries instead of relating them to one’s own situation? Is that Copy and paste?

Moreover, they don’t even see how many Ethiopians suffer from doing business simply because they cannot afford to have cars that could help them in their daily business, or farmers who travel long distances to sell their products. Does not that a conspiracy to keep people in poverty?

Don’t you think that Ethiopian tax lawmakers are a bunch of sick guys or a bunch of goons?

የቤኒን መንግሥት ከጎረቤት አገሮች የሚገቡ ብረቶችን መልሶ ጥቅም ላይ ለማዋል ቁርጠኛ ሆኖ እየሰራ ነው። ይህ ማለት ማንኛውም ብረት ወደ ሀገር ውስጥ ቢገቡ፣ ለዳግመኛ ጥቅም ላይ ለሚሰሩ ኢንዱስትሪዎች ስለሚረዱ እና ለግንባታ ኢንዱስትሪው አዲስ የብረት አቅርቦት ለማድረግ ጠቃሚ ነው ተብሎ ስለሚታሰብ ነው።.

ነገር ግን እንደ ኢትዮጵያ ባሉ ሀገራት ሰዎች ከ2 እና 3 አመት በላይ ያገለገሉ መኪናዎችን ወደ ሃገር እንዳያስገቡ የሚከለክል ቀረጥ ይጥላሉ። ከ 7 ዓመታት አገልግሎት በላይ ለሆኑ መኪናዎች 500% ቀረጥ ይጠይቃሉ (see it here)፣ አዲስ መኪኖች እንዲገቡ ብቻ ነው የሚያበረታቱት; ምክንያቱም የአሮጌ መኪናዎች መጋዘን ፣ ወይም የአውሮፓውያን የቆሻሻ ማጠራቀሚያ ቦታ አይደለንም ብለው ስለሚያስቡ ነው። ምንኛ ሞኞች ናቸው፣ ይገርማል።

ይህ በግልጽ የሚያሳየው የገቢ ታክስን ህግ የሚያወጡት ሰዎች ብልህ ኣለመሆናቸውን ነው። ኣሮጌ መኪና ኣደጋ ያመጣል ብለው ካሰቡ ደሞ፣ እነዚህ ሰዎች መረጃ የሌላቸው እና ኢትዮጵያ በአውራ ጎዳናዎች ላይ ለመንዳት መኪኖችን የሚፈትኑ እና የሚያጸድቁ ብቃት ያላቸው መካኒኮች የላትም ብለው ያስባሉ ማለት ነው። እንዲሁም የአሮጌ መኪና ቅርስ ለሌሎች መኪኖች መለዋወጫ ወይም ለድጋሚ ጥቅም ላይ ሊውል ይችላል ብለው ማሰብም አይችሉም ማለት ነው። በእከከኝ ልከክህ ስራ የሚሰራበት አገር፣ ሰራተኞች የማሰብ ብቃታቸው ትሁት ሊሆን እንደሚችል ይገመታል። ነገር ግን፣ ህግ ሲወጣ ከራስ ሁኔታ ጋር አዛምዶ እንጂ ከሌላ ሃገሮች በቀጥታ ቀድቶ ማጽደቅ ምን ይሉታል ? እፍረት የሌለበት ሃገር። መቅዳት እናም ዝምብሎ መጠቀም። ወይ ጉድ በታክሳችን ላይ ደገሙት እኮ።

በተለይ፣ ብዙዎች፣ ለዕለት ተዕለት ሥራቸውን የሚያግዙ መኪኖች ለመግዛት ባለመቻላቸው ወይም የግብርና ምርቶቻቸውን ለመሸጥ ፣ ረጅም ርቀት የሚጓዙ ገበሬዎችን ስቃይ ማየት አልቻሉም ማለት ነው ? ይሄ ታዲያ፣ ሕዝብን በድህነት ውስጥ ለማቆየት የሚደረግ ሴራ አይደለምን? እናም ይሄስ ወንጀል አይደለምን? ይገርማል።

እነዚህ ሰዎች የታመሙ ወይም የዝንጀሮ ስብስብ መሆን አለባቸው እንጂ፣ የሚያስብ ሰው በራሱላይ እንዴት ክፋት ያደርጋል? እንዴት እራስን ተኩሶ ይገድላል ? ይሄንን ያህል የመምራት አቅም ማጣት በመኖሩ በጣም ያሳዝናል።
